Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of contrasting events captured the grim essence of the current period. By day, political struggles are fought: positive announcements are issued from different nations. Immense energy is allocated on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "resolution".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity enabled by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably provided by partner states. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.
Ongoing Risks
Following this, a automatic firearm engaged a drone somewhere nearby, part of a mobile-fire group – probably imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its objective.
Intermittently, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a need that neighboring countries are clearly incapable to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, no doubt, persist.
Tactical Assessments
It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration operates on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is impossible to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, US leadership does nothing to discourage Russia, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its benefit in the months ahead.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a complete military breakdown until circumstances change in its benefit.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a just a single week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
